Prime Minister of Lebanon, Nawaf Salam, has urged for immediate implementation of the tripartite security arrangement between Beirut, Washington and Tel Aviv, emphasizing the need to set up a defined timeline that would ensure complete Israeli withdrawal from the southern parts of Lebanon. Salam made his remarks during crucial diplomatic talks held in Washington with US Secretary of State Marco Rubio. Salam emphasized that the agreement which was brokered by the US and signed in late June should be implemented. Salam highlighted that the principles of mutual reciprocity and implementation in phases should bring about results that will see the restoration of full sovereign powers in Beirut.

As a means of protecting the entire process from any non-compliance, the Lebanese Prime Minister asked for an independent monitoring mechanism. Salam emphasized that an effective oversight authority is required to prevent unilateral delays from impeding the security accord. Beyond military disengagement, the prime minister noted that the tripartite structure is vital for enabling economic stabilization, facilitating infrastructure reconstruction, and assisting the safe repatriation of hundreds of thousands of displaced civilians to conflict-affected regions.

The agreement, originally finalized on June 26, establishes a structured retreat of Israeli defense forces alongside the simultaneous deployment of the Lebanese Armed Forces in vacated zones. However, ongoing cross-border operations have complicated execution, with Lebanese health officials reporting at least 4,386 casualties, 12,407 injuries, and over one million individuals displaced since early March.

Diplomatic observers note that unlocking sustained international financial backing is critical to alleviating the humanitarian catastrophe. Rebuilding devastated civil infrastructure and strengthening the national military apparatus remain essential prerequisites for restoring long-term stability and ensuring lasting security across the wider region.

Salam appealed for sustained financial and logistical backing from international partners to fortify Lebanon’s national military capabilities while funding humanitarian recovery initiatives. In response, Secretary Rubio reiterated Washington’s commitment to supporting Lebanese state institutions, affirming that executing the agreed framework remains crucial for restoring regional stability and long-term security.
